fix: connectivity stuck to limited #1546

Summary

In some case the connectivity is FULL, but network manager state is still not GLOBAL so This fix allow to continue concheck_update_state in that case.

Purpose

Without this fix the default route could be on an interface without internet access, so all traffic to internet is impossible.
