More specific build options for packaging

In the top level meson.build file, the enable_docs option causes both man pages and development documentation to be built. I believe it would be useful for package maintainers to have two separate options: One for the man pages and one for the dev docs. This way, distributions can choose to provide only the man pages with an option instead of having to patch the meson file.
