dispatcher: add wait until dhcp4 is done checking the dispatcher

Fernando Fernández Mancera requested to merge ffmancera/NetworkManager-ci:fix_dispatcher into master

Adding the "ipv4.may-fail no" option to the connection, avoid the interface to finish before the "dhcp4" is done.
