runtest: watchdog handling killer

if runtests.sh is killed by watchdog, kill behave by SIGINT, and if it does not finish in 20 seconds, kill it by SIGKILL.

If FAIL and no report produced (killed by watchog), then dump NM log to report, to have at least something
