Create test bed for 6lowpan devices

As a part of finishing !1215 (merged), I found we have no support for 6lowpan devices. AFAIU we'd probably need some emulation of IEEE 802.15.4 (example) although it's entirely possible that something simpler would be entirely sufficient.
