This will prolly need some tuning, but this seems fine for now since
the reboot job should default to pri 1.

For now I will hardcode mesa_master/vulkancts_daily jobs to run at
priority 3. If craftyguy comes back with a better solution I'll go with
that instead.

poll_branches is currently failing because it can't find branches.
That needs to be debugged, but we can remove old branches as a quick
fix.

tests are failing on other platforms too. need bisect.

Most tests are reliable now

these tests are consistently passing on kernel 5.9rc4
