build_support: added a fulsim archive cache to speed up copying archive zip file to simulator platforms

NOTE: This change depends on 2 other changes to salt config and debian installer script. I will post links to those MRs in the near future. Without those MRs merged, the fulsim builder will be unaffected, except for the addition of a new 'retry' feature when download of a fulsim archive fails.
