mesonbuilder: add build_dir, install_dir and project params

clayton craft requested to merge mesonbuilder_change into master

This allows overriding the install and project directories, and project, which is useful in perf CI when there are multiple projects ('mesa_') building the same actual project ('mesa') and installing them into different locations in the build_root"
