mesa_jenkins_monitor: fetch and checkout mesa_jenkins and mesa_ci repos

clayton craft requested to merge craftyguy/mesa_ci:mj_monitor into master

Previously this was pulling (and merging), so any conflicts (e.g. force push?) would cause the service to fail. It's not necessary to merge, so this change fetches from the cache and does a checkout of origin/master
